The short version
- Lighter CFTC plan: the perp DEX will apply for two US derivatives registrations in November, and LIT jumped 12% in about 40 minutes on October 21, from $3.54 to $3.98 on Hyperliquid.
- Nothing is filed yet, the CFTC review takes 180 days once an application is complete, and by Saturday LIT was back at $3.02, below Monday’s $3.10 close.
- The crew is watching $3.10 and the first insider unlock of about 13.5 million LIT in late January, roughly 16 times the monthly pace of Lighter’s third-quarter buyback burn.
The Lighter CFTC plan gave LIT a 12% jump on Wednesday, and the market handed it all back within days. About 40 minutes into Lighter’s third-quarter investor call on Wednesday, October 21, founder Vladimir Novakovski said the perp DEX will apply for two US derivatives registrations in November. LIT ran from $3.54 to $3.98 on Hyperliquid in the next 40 minutes.
By Saturday the LIT price was down to $3.02, below Monday’s close of $3.10. It sits at $3.21 at the time of writing. So what did Lighter actually announce, and why did traders sell it?
Lighter announced the call on X four days before it happened:
We're hosting our Q3 Investor Call on Wednesday, October 21, at 1:30 PM ET.
Our founder, @vnovakovski, will share updates, followed by a Q&A session. A recording will be available afterwards. To join, fill out the form linked in the thread below!
What Is the Lighter CFTC Plan?
A plan to apply, not an approval. Novakovski said Lighter will file in November for a designated contract market (DCM), the CFTC’s license for a futures exchange, and a derivatives clearing organization (DCO), the license for the clearing house that stands between buyers and sellers. Nothing has been filed yet, and the CFTC has approved nothing.
The goal is big. Lighter wants to be the first on-chain perp exchange the CFTC approves, with perps and options for US customers, starting with institutions. Novakovski said the team has been talking to regulators for about 11 months, and he has sat on the CFTC’s Innovation Advisory Committee since July. That seat is for giving advice. It doesn’t come with a license.
He wouldn’t give a timeline either. The CFTC reviews a DCO application within 180 days, but only once it counts as complete. A filing in November points to mid-2027 at the earliest. Novakovski said any move into Robinhood’s US products depends on that license too, and Robinhood hasn’t announced one. Today, US residents can’t trade on Lighter at all.

How Fast Did the LIT Pump Fade?

Within a day. LIT peaked at $3.985 late on October 21 and closed the next day at $3.39, already below the $3.54 it traded at before the headline. LIT had climbed 9% on Tuesday too, the day before the call, so the whole run started from $3.10.
The volume tells the rest. LIT perps on Hyperliquid traded about $71 million on October 21, almost seven times Monday’s $10.6 million. Then it shrank every day: $41 million, $25 million, $15 million. Buyers showed up for the headline and didn’t stay for the wait.
The last leg came late on Friday. A small Bitcoin dip under $81,000 knocked LIT below $3.15, and on Saturday it touched $3.02. Everything LIT gained since Monday’s close was gone, and it now trades 19% below its October 21 high.

Why Didn’t the LIT Rally Hold?
Because the Lighter CFTC plan changes nothing for the token this year. A license plan isn’t a license, and even a quick approval brings US business in 2027 at the earliest.
The calendar is the bigger problem. Half of LIT belongs to the team (26%) and investors (24%), locked for one year after the December 30, 2025 launch. Tokenomist puts the cliff at December 27. Monthly releases of about 13.5 million LIT then start in late January and run for three years. At $3.21, that is roughly $43 million of new supply every month.
Lighter’s answer is buybacks. Trading fees go into buying LIT on the market, and since July the bought tokens are burned. Lighter burned 2,452,017 LIT from its third-quarter buybacks, about 820,000 a month. The first LIT unlock is 16 times that pace, and with 250 million LIT circulating, each release adds about 5.4% to the tokens on the market.
The exchange itself is still busy. Lighter traded $1.46 billion in the last 24 hours, according to its own API.

LIT Price Analysis: What Is the Crew Watching?
$3.10, the level the whole move started from. LIT held it on a closing basis on Saturday after the wick to $3.02, and the 50-hour EMA at $3.24 sits right on the price. The 200-hour EMA at $3.31 is the first line above.
- Bull case: a daily close above $3.54, the price before the call, puts the $3.98 high back in play. That most likely needs the actual filing.
- Base case: a range between $3.10 and $3.54 while traders wait for November.
- Bear case: a daily close under $3.02, Saturday’s low, undoes the whole CFTC move with the unlock still ahead.
The filing is the next real test. If Lighter files in November and the CFTC calls the application complete, the license story gets a clock. Until then, LIT trades on a promise, and this week showed how much the market pays for one.
