The short version

  • Prediction markets got a direct order from the Pentagon: a memo dated October 20 bans all Defense staff from betting with nonpublic information and names Polymarket and Kalshi.
  • Polymarket reportedly fired CMO Matthew Modabber after an internal probe, while a CFTC investigation into fake-trade promo videos is still open.
  • The crew is watching Polymarket’s lawsuit against Ohio, a possible Supreme Court case and any news on the long-promised POLY token.

Prediction markets became crypto’s breakout product during the 2024 US election. This week showed what comes with that kind of attention. On Thursday, October 22, the Pentagon confirmed a memo that bans troops and staff from betting with nonpublic military information, and it names Polymarket and Kalshi. The same day, the New York Post reported that Polymarket had fired its chief marketing officer, Matthew Modabber.

Neither story moves a price chart. Both say a lot about where prediction markets go next. So what changed, and what should anyone who trades on Polymarket or Kalshi watch?

What Did the Pentagon Ban?

Every Defense Department employee is now barred from trading on nonpublic information, on any platform. Defense Secretary Pete Hegseth signed the memo on October 20, and it went to senior Pentagon leaders and combatant commanders. The ban applies “whether the transaction is informed by classified or unclassified information,” and it names “prediction markets such as ‘Polymarket’ or ‘Kalshi’” (read the memo).

Breaking it can bring disciplinary action or criminal charges under military law. Hegseth’s reason is operational security. “Our enemies watch movements in these markets,” he wrote. A bet on a military outcome creates a signal that foreign intelligence services can collect and read.

The trigger is no secret. In April, the Justice Department charged Army Master Sgt. Gannon Ken Van Dyke, who allegedly bet more than $33,000 on Polymarket before the raid that captured Nicolás Maduro and won more than $409,000, CBS News reported. He has pleaded not guilty. In August, Reuters reported that Polymarket had referred “dozens” of possible military insider cases to the Justice Department.

Why Did Polymarket Fire Its Marketing Chief?

Because the board reportedly decided he was hurting Polymarket’s push to look IPO-ready. The New York Post reported on October 22 that Modabber, CMO since January 2024 and a friend of CEO Shayne Coplan since high school, was let go after an internal probe. Polymarket hasn’t confirmed it, and the Post’s sources say a separation deal is still being finalised.

The probe looked at a string of embarrassing episodes. The biggest one: in June, the Wall Street Journal reported that Modabber’s team built a fake webpage with videos of users supposedly profiting from fake trades. The CFTC opened an investigation into it, which is still running. Nothing has been proven.

The Block flagged the report on X:

NEW: Polymarket has fired its chief marketing officer, Matthew Modabber, who was closely allied with CEO Shayne Coplan, the New York Post reported.

This reportedly followed an internal investigation that started earlier this year after a series of incidents raised concerns among

There’s a crypto angle here too. Modabber is the executive who confirmed a POLY token and airdrop in October 2025. A year later, no token has launched and no date has been given. His exit doesn’t cancel anything, but it removes the token’s loudest voice inside the company just as the board looks at the stock market.

Why Are Prediction Markets Under Pressure Now?

Because the money got big enough for every regulator to care. The Pentagon memo and the Polymarket shake-up landed within a week of a new court fight over who gets to police these markets at all.

On September 25, a federal appeals court ruled that Ohio and Tennessee can apply their gambling laws to Kalshi’s sports contracts. After Ohio ordered it to stop offering sports contracts, Polymarket’s US arm filed a lawsuit against Ohio, arguing that federal commodity law, not state gambling rules, covers its contracts. Kalshi has asked the Supreme Court to take up the question.

For context, insider trading isn’t new to these platforms. Polymarket and Kalshi both tightened their rules on trading with confidential information in March. The memo turns that rule into a direct order, backed by military law.

What Should Traders Watch Next?

Watch who writes the rules. Prediction markets live on one claim: they are federally regulated derivatives that state gambling laws can’t touch. Every case this autumn tests it.

  • Ohio: a win for Polymarket would strengthen the case that one federal regulator, the CFTC, covers the whole country. A loss pushes more states to block sports contracts.
  • The Supreme Court: if it takes Kalshi’s case, the answer becomes national, and the whole sector waits for it.
  • The CFTC probe: findings on the fake-trade videos would hit Polymarket’s IPO story harder than one executive leaving.
  • POLY: watch for any word on the token now that its biggest backer inside the company is gone. Any token sold as POLY today isn’t from Polymarket.

A market that prices a military raid before it happens is either a leak or a lucky guess, and Washington has stopped giving it the benefit of the doubt. The next few months decide whether prediction markets grow up as regulated exchanges or get carved up state by state.
