Ripple National Trust Bank gets final OCC approval: a bank building with Ripple's logo, CONDITIONAL struck out and an OCC FINAL stamp dated October 26, 2026

The short version

  • Ripple National Trust Bank got final OCC approval on October 26, ten months after its conditional approval in December 2025; it has no opening date yet.
  • The bank will manage and hold in trust the reserves behind Ripple’s $2.57 billion RLUSD stablecoin and offer digital asset custody, but it won’t take deposits or make loans.
  • The crew is watching Swell in New York (October 27 to 29), XRP’s $1.25 floor and the Fed decision on Wednesday at 18:00 UTC.

Ripple National Trust Bank is now a real, federally chartered bank, at least on paper. The Office of the Comptroller of the Currency (OCC) gave it final approval on Monday, October 26, about ten months after the conditional green light in December 2025. The bank will hold the reserves behind Ripple’s $2.57 billion RLUSD stablecoin and offer digital asset custody.

The timing is not an accident. Ripple’s Swell conference opens in New York today, and the charter gives Ripple CEO Brad Garlinghouse a headline to walk on stage with. So what does the bank actually do, and why did XRP barely move?

Garlinghouse broke the news on X late on Monday:

Big news heading into @RippleSwell: the @USOCC has granted final approval for Ripple National Trust Bank.

This gives Ripple a federally supervised platform to support $RLUSD and provide digital asset custody to enterprises.

What Does Ripple National Trust Bank Do?

It looks after money and coins for others; it doesn’t lend them out. Ripple National Trust Bank (RNTB) is a national trust bank, a narrower charter than a normal bank: no customer deposits, no loans.

Its approved jobs, per Ripple’s announcement, are three:

  • Manage the RLUSD reserves. The dollars, US Treasuries and cash equivalents that back every RLUSD token sit in segregated accounts the bank manages.
  • Act as collateral trustee. The bank holds those reserves for the benefit of RLUSD holders, so the backing is legally ringfenced from Ripple’s own balance sheet.
  • Offer fiduciary custody. Once it opens, the bank can hold digital assets for companies, under federal supervision.

RLUSD itself doesn’t change hands. It will still be issued by Standard Custody & Trust Company, Ripple’s New York-regulated trust company, and BNY stays the main custodian of the reserves. What the charter adds is a federal supervisor on top of the New York one. For a stablecoin that sells itself to banks and treasurers, that second badge matters more than any marketing line.

Why Did It Take 10 Months?

Because a conditional approval is a list of homework. The OCC conditionally approved Ripple’s charter on December 12, 2025, in the same batch as Circle, BitGo, Fidelity Digital Assets and Paxos. Before opening, each had to show its capital, compliance and risk systems were ready.

Circle got there first. Its First National Digital Currency Bank won final approval on July 10. Ripple took another three and a half months, and the work is not over: the bank still has no opening date. Ripple says only that it will keep working with the OCC and New York regulators “as RNTB begins operations.”

There is a bigger reason the charter matters now. The GENIUS Act, the US stablecoin law, is being turned into rules, and issuers with a federal bank in the structure will have the easiest time with them. Ripple says as much in its release, tying the charter to the “regulatory framework established by the GENIUS Act.”

Swell Opens in New York, and Aviva Adds a Second Fund on XRPL

Swell, Ripple’s yearly conference, runs in New York from October 27 to 29, with Garlinghouse, BNY, Bullish, Robinhood and Intercontinental Exchange executives on the lineup. The bank charter will be the opener; RLUSD and tokenized funds will fill most panels.

The tokenized side got its own news on Monday. Aviva Investors launched a tokenized share class of its Sterling Liquidity Fund on the XRP Ledger, seeded with about $67 million of Aviva’s own money. It follows the US dollar share class Aviva put on XRPL in July, and it is still a small slice: the fund behind it manages roughly $29 billion.

It’s the same pattern as Franklin Templeton’s XRPL fund. Big managers test the chain with a share class, not the whole fund.

XRP Price: Did the Bank News Move XRP?

Barely. XRP jumped from $1.29 to $1.3122 in the hour after Garlinghouse’s post, then gave most of it back. The XRP price sits at $1.30 at the time of writing (03:40 UTC), up 1.6% in 24 hours but 14% lower than a month ago.

The market has seen this movie. Ripple news has been good all year, from new licenses to fund launches, while XRP sits 64% below its $3.65 all-time high of July 2025. A charter for a trust bank that holds stablecoin reserves doesn’t create demand for XRP itself, and traders priced it that way.

The levels that matter:

  • The floor: $1.2468 to $1.2562. The September 16 low and the October 18 low. Saturday’s dip to $1.2546 held it again.
  • The 200-day moving average: $1.28. XRP has closed above it every day since October 17, but only just.
  • The first ceiling: $1.3134, Tuesday’s post-news high. Above it, $1.3661 and then $1.3992, the October 21 high.
  • The 50-day moving average: $1.40. XRP has stayed under it since early October.

Three ways this plays out:

  • Bull case: a daily close above $1.32 opens $1.37, and Swell headlines push XRP back toward the 50-day MA at $1.40.
  • Base case: XRP chops between $1.25 and $1.31 until the Fed decision on Wednesday at 18:00 UTC (2:00 p.m. in Washington).
  • Bear case: a daily close under $1.25 breaks the October floor and opens $1.14.

The charter is a win for Ripple the company. Whether it ever becomes a win for XRP holders depends on RLUSD and those tokenized funds pulling real volume onto the XRP Ledger, and Swell is where Ripple has three days to show that they will.
