The short version

  • Russia crypto trading goes retail: VTB plans to open Bitcoin, Ethereum and USDT to everyday investors in November, and Sberbank, the country’s biggest bank, is aiming for December 1.
  • Regular savers can buy only about $3,700 a year per bank or broker, must pass a test first, and can’t withdraw the coins to a wallet of their own.
  • The crew is watching how many Russians pass the test and fund an account in December, while BTC holds its 50-day average at $80,854.

Russia crypto trading is moving from Telegram chats and P2P desks into the banking app. VTB plans to open Bitcoin, Ethereum and USDT to ordinary investors in November, and Sberbank, the country’s biggest bank, is aiming for December 1.

There is a ceiling, and it is low. A regular saver can buy about $3,700 worth a year through each bank or broker, and only after passing a test. That is roughly 0.046 BTC at today’s price. So what are Russians actually getting, and does a capped, walled-off market matter to anyone outside it?

Bull Theory summed up the law when Vladimir Putin signed it in August:

BREAKING: Putin has signed Russia's first comprehensive crypto law.

The Law on Digital Currencies and Digital Rights takes effect September 1, 2026.

What it does:

– Recognises digital currency as property
– Creates a licensed exchange market supervised by the Central Bank

What Changes for Russian Savers?

They can buy crypto legally through the same banks that hold their salary. Until now, most Russians who wanted Bitcoin used P2P deals, offshore exchanges or a friend with a USDT wallet. From November, VTB crypto trading should show up inside VTB My Investments, the bank’s broker app, with a direct exchange service following in December.

VTB deputy chairman Vitaly Sergeychuk gave both dates on October 6, telling Interfax the bank expects to open access “in November and December 2026 respectively”. Sberbank named December 1 for its first crypto products in the same report, with a condition: the date depends on the Bank of Russia’s decisions and on the remaining rules being ready in time. Sber has about 110 million retail clients, so the Sberbank crypto launch is the one that puts crypto in front of most of the country.

Both banks are now on the central bank’s lists. The Bank of Russia added VTB and Sberbank to its register of digital depositories, the firms that hold the coins, on October 6. VTB joined the register of crypto exchange operators the same day and Sberbank followed on October 12.

How Does Russia Crypto Trading Work Under the New Law?

Through licensed middlemen, with a yearly cap and a short list of coins. The law “On Digital Currencies and Digital Rights” took effect on September 1, and the Bank of Russia set out the main rules when the Duma passed it in July:

  • Regular investors can buy only the most liquid coins: Bitcoin, Ethereum and Tether’s USDT.
  • The cap is about $3,700 a year per intermediary, set in roubles, so the dollar figure moves with the exchange rate. A saver with accounts at two banks could, in theory, buy twice.
  • Everyone has to pass a test first, including qualified investors.
  • Qualified investors, the wealthier and professional tier, can buy any coin with no cap.

The register keeps growing. The Bank of Russia added Prosto LLC on October 22, the 17th crypto exchange operator since the lists opened on October 6. T-Bank’s T-Invest Lab and Sistema’s crypto arm are on it too, so VTB and Sber won’t have the market to themselves.

The fine print is the part most coverage skips. The central bank’s own explainer says individuals can’t move coins from their account at a depository to a wallet they control. In plain words: you can buy Bitcoin at Sber, but you can’t withdraw it to a hardware wallet. P2P trades between people stay legal only until July 1, 2027. After that date, residents can trade only through registered firms.

Why Does It Matter Beyond Russia?

Because it is the first time a G20 central bank that spent years trying to ban crypto has built a retail on-ramp itself. For Russians, the trade is clear: legal access and bank custody, paid for with a cap and no self-custody. Bitcoin’s whole pitch is that nobody can freeze your coins. A Sber account can.

For the market, don’t expect a wave of buying. VTB and Sberbank are both under US sanctions, so this money runs in roubles through Russian depositories and stays out of the global exchange books we watch. The cap keeps each saver small, and the test and the paperwork will slow the first weeks. The real number to watch is how many people pass the test and fund an account in December.

The bigger signal is direction. HSBC is putting stablecoins in a payments app in Hong Kong, Wall Street banks are adding crypto to brokerage accounts, and now Russia’s state banks are doing the same for their savers. The products differ, the pattern doesn’t: crypto is moving inside the bank.
